In May 2003, the CIAA has been awarded a grant contract
by the European Commission to implement the New Phare
Business Support Programme in favour of the food and drink
industries of the Central East European Countries (CEECs).
The Project has a duration of two years.
CIAA will be leading a group including 10 CEEC industry
federations: Estonia, Lithuania, Latvia, Poland,
Czech Republic, Hungary, Slovakia, Slovenia, Bulgaria,
Romania.
This NEW BSP Project is the natural follow-up of the
BSP projects successfully completed by CIAA and the
CEECs Federations in 2000-2002. This new project will
focus on a bottom-up approach in the CEECs . It will
diffuse in industries methodologies supporting quality
and food safety, targeting the difficulties met on the
way to compliance.
Objectives
The main objective of the Project is to contribute
to food safety in both the CEECs as well as the EU through:
- Strengthening of Business Representative Organisations:
providing the selected CEECs partners with the resources
and capabilities to support the application in industry
of the relevant community acquis.
- Transfer of Acquis: supporting the CEEC Food Industry
Federations in the implementation of the EU acquis
in hygiene Directives, voluntary codes of Good Hygiene
Practice and compliance with EU Food Law.
This scope will be achieved through four main lines
of action:
1 - Food Safety Action: Diffusion of GHP/HACCP methods
and codes through a series of central and local
training & diffusion Seminars on Hygiene Directives/Good
Hygiene Practice codes. Local experts will be trained
in CEECs on the rationale and the practical implementation
of Hygiene/GHP systems and they will in turn assist
industry managers with application of the systems in
their industries.
2 - Supply Chain and sustainable development action.
Seminars - in Poland and Czech Republic - will be held
in 2004 to increase awareness on food safety along the
supply chain. The purpose will be to focus the industry
and Authorities on the full application of the EU acquis
in order to reduce derogations and non-compliant areas.
3 - Strengthening of food and drink industry national
federations so that they become more representative
and effective in their operations in favour of their
constituencies.
BSP will provide resources and training for local regulatory/technical
experts that will operate as staff of the partner CEECs
federations. Moreover organisational, technical and
acquis technical assistance will be provided for Slovakia,
Romania and Lithuania federations to support their consolidation
and development.
4 - Food Law/ Status Report
Creation and diffusion of electronically supported systems
with up to date sector relevant institutional regulatory
information. It includes the creation of a CD, internet
access system, training and diffusion seminars.
