The result of the EP Environment Committee�s vote, on July 9th, on the report drafted by the MEP Mrs Corbey is not in line with industry expectations. As regards the targets, the overall minimum recycling target (65 %) is unrealistic even within the new deadline set (2008). It will also be difficult to implement the differentiated recycling targets per material given the strong differences in the markets and infrastructures in the various Member States as well as the broad divergence in recycling performance to date across the EU. CIAA also regrets that, by a narrow majority, far-reaching recommendations regarding prevention and producer responsibility have been adopted. Before mid-2006, the generation of packaging waste will have to be reduced by 10 %. Prevention targets could be set if the achieved progress regarding prevention turns out to be insufficient. A Packaging Environment Indicator will also have to be developed in order to reduce the environmental impact of packaging and packaging waste. MEPs have gone well beyond what was foreseen and have broadened the scope of the revision rather than simply raising the recycling and recovery targets as stipulated in Article 6.3a of Directive 94/62. The issues of prevention, reuse, producer responsibility etc. should only be addressed in a second step, in such a way that it is consistent with the Integrated Product Policy and the thematic strategies on recycling and the use of natural resources.
